Multiple Model Adaptive Estimation for Time Series Analysis
Multiple Model Adaptive Estimation (MMAE) is a Bayesian technique that applies a bank of Kalman filters to predict future observations. Each Kalman filter is based on a different set of parameters and hence produces different residuals. The likelihood of each Kalman filter's prediction is determined by a magnitude of the residuals. Since some researchers have obtained good forecasts using a single Kalman filter, we tested MMAE's ability to make time series predictions. Our Kalman filters have a dynamics model based on a Box-Jenkins Auto-Regressive Moving Average (ARMA) model and a measure model with additive noise. The time-series prediction is based on the probabilistic weighted Kalman filter predictions. We make a probability interval about that estimate also based on the filter probabilities. In a Monte Carlo analysis, we test this MMAE approach and report the results based on many different criteria. Our analysis tests the robustness of the approach by testing its ability to make predictions when the Kalman filter dynamics models did not match the data generation time-series model. Estimating Budget Relationships With a Leontief Input-Output Model
Forty years ago, the Office of the Secretary of Defense proposed using the Leontief input-output model to assess tradeoffs in the Department of Defense's (DoD) budget. We demonstrate that the Leontief input-output model can assess tradeoffs in the Air Force's budget. To increase one part of the Air Force's budget, we need to know the interrelationships between that budget area and the other areas. In this research, we look at different methods of how the functional areas might interact. We demonstrate our methodology on two data sets - DoD and the Air Force aggregate budget data. Cost Effectiveness Approach to B-1B Consumable and Reparable Procurement Strategies
The use of a cost effectiveness methodology to evaluate inventory procurement strategies can provide added insight into the best possible use of limited financial resources. This research utilized a cost effectiveness approach to evaluate the procurement of B-1B bomber spare parts used for base-level maintenance operations. Average number of backorders and average MICAP hours data for 32 Federal Supply Class (FSC) categories were drawn from an Arena simulation model based on historical supply and maintenance data from Ellsworth Air Force Base, along with corresponding cost data from the Air Force Total Ownership Cost database. With this data, the cost per average MICAP hour for each FSC were analyzed to gain insight into which FSCs are most likely to positively influence MICAP hour reductions in a cost effective manner.
