Striving for Clean Air
South Asia is home to 9 of the world's 10 cities with the worst air pollution. Concentrations of fine particulate matter (PM2.5) in some of the region's most densely populated and poor areas are up to 20 times higher than what the World Health Organization considers healthy (5 micrograms per cubic meter). This pollution causes an estimated 2 million premature deaths in the region each year and results in significant economic costs. Controlling air pollution is difficult without a better understanding of the activities that cause emissions of particulate matter. Air pollution travels long distances in South Asia and gets trapped in large 'airsheds' that are shaped by climatology and geography. 'Striving for Clean Air' identifies six major airsheds in the region and analyzes four scenarios for reducing air pollution with varying degrees of policy implementation and cooperation among countries. The analysis shows that cooperation between different jurisdictions within an airshed is crucial, and a schematic road map with three phases is proposed. The phases in the road map may overlap when the rate of progress differs, depending on local circumstances. Phase 1 would improve monitoring and institutions; Phase 2 would introduce additional and joint targets for cost-effective abatement; and Phase 3 would mainstream air quality in the economy.

China's resurgence has spawned anxieties about an impending revision of the Liberal International Order. Drawing on case studies of Chinese investments across Europe, the contributors to this volume investigate the ways in which China translates its growing resources into effective influence, with varying degrees of success. They find that influence is most effectively achieved by harnessing the agency of states and societies in Europe towards China's preferences. Fragmented and messy rather than unified and coherent, these preferences comprise an amalgam of domestic, regional, and international considerations rather than aimed at revising world order. Nevertheless, as the contributors to this volume demonstrate, the interaction of European agency and Chinese preferences could have a variety of unintended consequences that range from straining the Liberal International Order to strengthening it. Against narratives that foreground inevitable conflict or assured cooperation, Rising Power, Limited Influence innovates a dynamic framework to understand the granular ways in which states and societies in Europe interact with state and society in China to (re-)shape the Liberal International Order. Its contribution is three-fold. Conceptually, it offers a relational definition of power that pinpoints attention to the ways in which China translates its growing investments in Europe towards influencing the preferences of host countries. Empirically, it outlines the different modalities through which China harnesses the agency of European countries towards its own (fragmented) preferences. Theoretically, the book introduces a dynamic framework to understand the interaction between state-society relations in China with state-society relations in European countries to comprehensively appreciate the extent, limits, and modalities of resurgent China's global influence.
Empirical Research on Environmental Policies in China
This book presents an empirical study of the effects of environmental policies on China and its neighboring countries, with a focus on waste and climate policies in China. The two major carbon policies have to do with carbon markets and renewable energy. The authors first examine the effectiveness of the Asian carbon market. Because of the consumption of goods beyond provincial borders, nationwide carbon markets are rather difficult to operate; therefore, a desirable initial allocation in the carbon market is proposed in this book. As for renewable power, its sources have not been fully utilized owing to a regional mismatch of supply and demand, so optimal locations of renewable energy are shown. The book also contains an analysis of the environmental and economic impacts of changes in resource circulation in East Asia. Although motorization is advancing rapidly, the vein industry for recycling used cars has not progressed. The authors estimate the amount of materials from used cars including new energy vehicles (electric and fuel cell vehicles) and propose desirable policies for used vehicles. East Asia is interdependent with respect to carbon and waste as well as the economy. China has regulated the import of waste recently and has started recycling its own wastes, putting pressure on neigboring countries to recycle their waste domestically. The authors estimate the environmental and economic impacts of such policy changes.
