The Political Economy of Public Pensions
Public pensions in the United States face an impending funding crisis in the wake of the financial crisis and the COVID-19 recession. Many cities and states will struggle to meet these growing obligations without major cuts in government services, reneging on pension promises, or raising taxes. This Element examines the development of the pension crisis through the lens of political economy. We analyze the knowledge and incentive problems inherent in the institutional structure, governance, and accounting of public pensions. We conclude by offering several institutional, governance, and reporting reforms to address the pension funding crisis.

As part of globalization nations are moving closer together and the importance and intensity of the cooperation between countries increases continuously. During this development transnational networks are getting an increasingly important role regarding the regulation and control of various areas of life such as economic relations, environmental issues, security and law. These transnational institutions are influencing technical standards and norms, they affect environmental-, consumption- and law standards and their power is gaining in importance. One of these bodies is the World Trade Organization (WTO) which was founded in the end of the 20th century with the purpose of creating a platform for negotiations about trade standards, regulating institutions in the trade sector and the development of multilateral agreements. The principles which underlain the work of the WTO include amongst others the subject of transparency, non-discrimination, and safety valves. With the evolution of a world ongoing getting more complex in trading subjects the facilitation, standardization and harmonization of global trade procedures get crucial and necessary for successful global growth. The implementation of the Agreement on Trade Facilitation (TFA) as the first multilateral agreement enforced in this context includes the establishment of global standards regarding customs and administrative measures and aims at the reduction of trading barriers and transaction costs in the future.
A Guidebook on Mapping Poverty through Data Integration and Artificial Intelligence
This guidebook identifies tools and resources that can help generate poverty statistics using satellite imagery, geospatial data, and machine-learning algorithms to augment conventional data collection and sample survey techniques. The "leave no one behind" principle of the 2030 Agenda for Sustainable Development requires appropriate indicators to be estimated for different segments of a country's population. The guidebook was based on a feasibility study by ADB, in collaboration with the Philippine Statistics Authority, the National Statistical Office of Thailand, and the World Data Lab, that aimed to enhance the granularity, cost-effectiveness, and compilation of high-quality poverty statistics. It also serves as an accompanying guide to the Key Indicators for Asia and the Pacific 2020 special supplement focusing on mapping poverty estimates.

Hungary and Other Emerging Eu Countries in the Financial Storm
This book analyzes the banking crisis and the events surrounding it in Hungary and other emerging EU member countries in 2007-2013. Written by J繳lia Kir獺ly, a former policymaker, and the Deputy Governor of the Hungarian Central Bank at the time of the crisis, it also offers a firsthand account of the processes in and responses to the financial crisis. To overcome this blind spot, pirates are not morally judged for their criminal behavior but considered as equal entrepreneurs of the economy. Instead of insinuating pirates to rush at single hijackings to make quick money desperately, they are believed to run professional companies, which base on sophisticated and repeatable business models. This impartial assumption makes the topic assessable by macro- and microeconomic tools and models. Furthermore, this approach allows analyzing the subject from a pirate's perspective. From this opposite viewpoint, an economic assessment facilitates the identification of framework-factors, which have been responsible for the emergence and development of piracy in general. In a next step, the application of business models helps to reveal further relevant factors, which trigger the internal procedures of the piracy companies, running a business in the hotspots of South-East Asia, West Africa, and East Africa. These deduced elements will then be illustrated in an explorative qualitative cause and effect model, to visualize their interrelation and the corresponding processes between them, which ultimately lead to the feasibility-assessment of piracy businesses. These visualized business models can be used as templates for further research objectives and enable academics to take the perspective of criminal entrepreneurs, to reveal new insights and weak-spots of illegal business models in general. ADB and the Statistics Division of the United Nations Department of Economic and Social Affairs developed this practical guidebook with tools to collect, compile, analyze, and disseminate disaggregated data. It also provides materials on issues and experiences of countries regarding data disaggregation for the SDGs.

Darauffolgend wird die Entstehung der japanischen Geldpolitik betrachtet und anschlie?end die aktuelle Geldpolitik ausf羹hrlich dargelegt. Dabei wird die Zeitspanne von 2018 bis einschlie?lich Januar 2019 ber羹cksichtigt. Anschlie?end werden die geldpolitischen Instrumente der EZB mit den Instrumenten der BOJ verglichen, um herauszufinden, welche Ma?nahmen der Bank of Japan bisher noch nicht von der EZB angewandt werden. F羹r einen besseren Vergleich werden Eurowerte in Yen umgerechnet, mit dem aktuellen Wechselkurs. Schlussendlich wird untersucht, ob die Anwendung der Ma?nahmen rechtlich durchf羹hrbar w瓣re und effektiv zur Bek瓣mpfung eines Wirtschaftsabschwungs beitragen k繹nnte. Diese Thesis geht von der Annahme aus, dass Deflation langfristig negativ wirkt und daher von Notenbanken zu bek瓣mpfen ist. Die n瓣chste Weltwirtschaftskrise wird nicht abwendbar sein, deswegen stellt sich die Frage, welche Reaktionsm繹glichkeiten der Europ瓣ischen Zentralbank bleiben, wenn Staatsanleihek瓣ufe durch Quantitative Easing (QE) nicht mehr ausreichen, um den Euro zu retten.
Financing Disaster Risk Reduction in Asia and the Pacific

Congestion Charges. International Experiences and Suggestions for Germany

The majority of cities lack incentive systems that encourage individual users to switch. This paper addresses this problem and discusses the possibility of introducing a price mechanism within the framework of a congestion charge. In the second chapter, transport economic models and the urban modal split are used as the basis. In the second half of the second chapter, congestion is considered as an expression of a collective action problem and possible counter-mechanisms. With regard to the research question, attention is paid to the congestion charge. In the third chapter, the case study method is used to analyse the three cities Stockholm, London and Singapore that have already introduced congestion charges. From the different price models as well as effects on the demand for transport services, recommendations for action for the application in German cities are developed in the fourth chapter. The last chapter contains a critical discussion and a conclusion.
External Debt and Economic Growth in Nigeria. An Overview From 1986 to 2016

The study used annual data covering the period 1986 to 2016. The study used Augmented Dickey Fuller test to check the stationarity of the data, Johnson's Cointegration approach was employed to test the Cointegrating relationship existing among the variables in the model and Granger causality was also used to test the direction of the relationship among variables. The Vector Error Correction Model was employed to capture both short run and long run dynamics. Generally, the results reveal that External Debt has a negative impact on the economy.

This edition notes mixed local currency government bond yield movements in emerging East Asia. It covers green sukuk (Islamic bonds), ASEAN+3 sustainable bonds, fintech for sustainable investments, and governing sustainable finance. Local currency bonds outstanding in emerging East Asia rose to USD20.3 trillion at the end of March 2021, but the overall growth of the bond market moderated somewhat in quarter one. Local currency government bond yield movements were mixed as the resurgence of coronavirus disease (COVID-19) cases and global inflation fears had varied effects on individual markets. Investor sentiment remained subdued amid the uncertainties.

The Road Towards Democracity

Complexity and Resilience
Processes driving urban growth are inherently related to multiple socio-economic factors, making the analysis of urban form and functions a challenging and complicated endeavour. Several fundamental factors and contextual indicators contribute to identify the main determinants of urban growth, that include economic and demographic variables, the socio-spatial structure, territorial patterns, institutional, religious and cultural attributes. Understanding spatio-temporal patterns of economic resilience can support the adoption of explicit developmental policies addressing specificities and local weaknesses of regional contexts.Thirty years after the seminal work entitled 'The Mediterranean City in Transition' by Lila Leontidou, the present contribution re-formulates a narrative framework interpreting the medium-term evolution of Southern European cities and generalises this frame to the analysis of other metropolitan areas with similar morphological and functional characteristics worldwide. Going beyond traditional Mediterranean discourses grounded on economic backwardness, social secularism, and demographic mix, an original interpretation of Mediterranean urbanities is proposed related to the local governance, real estate bubbles, land-use mix, and deregulation in urban expansion. Focusing on socioeconomic development processes in the Northern Mediterranean, the lost opportunity to reduce regional disparities and to give value to scenic and cultural values of the cities and the surrounding countryside are additional issues considered in this vision. Basing on a narrative analysis of ecologically fragile and socially fragmented Mediterranean contexts, the pervasiveness of a structural crisis - affecting regional and country economic systems, while infiltrating in the institutions, local governance systems, and the society, is finally debated as a contribution to a better understanding of complex urbanities worldwide.

Because traders complete transactions quickly and use other people's money, arbitrage is considered to be riskless. Yet, despite the rhetoric of riskless trading, the arbitrage in mortgage-backed securities led to the 2008 financial crisis. In Capturing Finance Carolyn Hardin offers a new way of understanding arbitrage as a means for capturing value in financial capitalism. She shows how arbitrage relies on a system of abstract domination built around risk. The commonsense beliefs that taking on debt is necessary for affording everyday life and that investing is necessary to secure retirement income compel individuals to assume risk while financial institutions amass profits. Hardin insists that mitigating financial capitalism's worst consequences, such as perpetuating class and racial inequities, requires challenging the narratives that naturalize risk as a necessary element of financial capitalism as well as social life writ large.

In Folge dessen werden Verbesserungspotenziale bei schon l瓣nger etablierten Umweltzeichen wie der "Blaue Engel" aufgezeigt. Daf羹r wird der "Blaue Engel" mit anderen Umweltzeichen verglichen. Der Klimawandel stellt ein globales Problem dar. Mittlerweile sind Klimaproblematiken in jeder Gesellschaft vorgedrungen und sensibilisieren diese zunehmend. Nach dem 2009 entworfenen Konzept der ?kologischen Belastungsgrenzen des schwedischen Professors Johan Rockstr繹m wird von neun globalen Prozessen ausgegangen, welche die Belastungsgrenzen unseres Planeten bestimmen. Die Grenzen sind in verschiedenen Abstufungen unterteilt, darunter auch eine sogenannte sichere planetare Belastungsgrenze. In einem besonders dramatischen Ausma? befindet sich das Artensterben, der Stickstoffkreislauf, sowie die Klimakrise. Die planetarischen Grenzen zeigen, dass neue Handlungsstrategien gefunden werden m羹ssen, da andernfalls der Planet "Erde" nicht mehr f羹r unsere Wirtschaft genutzt werden kann. Umweltzeichen sind nicht nur eine Hilfe f羹r Konsumenten f羹r einen nachhaltigen Einkauf, sondern auch f羹r Unternehmen, nachhaltige Standards zu entwickeln und gesetzliche Richtlinien einzuhalten. Problematisch sind jedoch die unterschiedlichen Anforderungen von Umweltzeichen. Da Unternehmen oftmals nur einen positiven Marketingeffekt aus den Umweltzeichen ziehen m繹chten, gibt es einige Umweltzeichen, welche die Nachhaltigkeitsziele nicht eindeutig verfolgen.

Complexity, Heterogeneity, and the Methods of Statistical Physics in Economics
This book systematically provides a prospective integrated approach for complexity social science in its view of statistical physics and mathematics, with an impressive collection of the knowledge and expertise of leading researchers from all over the world. The book mainly covers both finitary methods of statistical equilibrium and data-driven analysis by econophysics. The late Professor Masanao Aoki of UCLA, who passed away at the end of July 2018, in his later years dedicated himself to the reconstruction of macroeconomics mainly in terms of statistical physics. Professor Aoki, who was already an IEEE fellow, was also named an Econometric Society Fellow in 1979. Until the early 1990s, however, his contributions were focused on the new developments of a novel algorithm for the time series model and their applications to economic data. Those contributions were undoubtedly equivalent to the Nobel Prize-winning work of Granger's "co-integration method". Afterthe publications of his New Approaches to Macroeconomic Modeling and Modeling Aggregate Behavior and Fluctuations in Economics, both published by Cambridge University Press, in 1996 and 2002, respectively, his contributions rapidly became known and spread throughout the field. In short, these new works challenged econophysicists to develop evolutionary stochastic dynamics, multiple equilibria, and externalities as field effects and revolutionized the stochastic views of interacting agents. In particular, the publication of Reconstructing Macroeconomics, also by Cambridge University Press (2007), in cooperation with Hiroshi Yoshikawa, further sharpened the process of embodying "a perspective from statistical physics and combinatorial stochastic processes" in economic modeling. Interestingly, almost concurrently with Prof. Aoki's newest development, similar approaches were appearing. Thus, those who were working in the same context around the world at that time cametogether, exchanging their results during the past decade. In memory of Prof. Aoki, this book has been planned by authors who followed him to present the most advanced outcomes of his heritage.

Destroying Democracy
A history of the erosion of democracy across the globe Democracy is being destroyed. This is a crisis that expresses itself in the rising authoritarianism visible in divisive and exclusionary politics, populist political parties and movements, increased distrust in fact-based information and news, and the withering accountability of state institutions.
