Technological Retrogression
The aim of this book is to broaden our understanding of technological change by adopting the concept of technological retrogression. With reference to concrete cases of technological retrogression a new conceptual framework is developed. Extensive fieldwork in Sri Lanka and Malaysia forms the empirical fundament. A new method of reconstructing technological change is furthermore developed. The book contains a detailed account of the work history method, which is designed to capture changes over time where there are no statistical data available. The book contains a thorough examination of central theories of socio-economic transitions in developing countries, searching for an explanation of instances where modernization reverses. The exposition aims at contrasting retrogressive economic dynamics of technological change to progressive dynamics as developed by Schumpeter. At one extreme in the dimension of technological change, capital-strong production units innovate their way out of the recession through technological progress, adopting more advanced production equipment that improves productivity. Following Schumpeterian progressive dynamics, virtuous spirals of growth result. At the other end we find the producers that resort to technological retrogression, which secures survival, but which result in low labour productivity, diminishing the possibility of capital accumulation and thus modernization that could form an escape from poverty. Vicious spirals of decline result, which is the book's main object of analysis. The theory is, thus, a contribution to understanding the anatomy of recessions. The contention is, thus, that a choice of technology of production may lead to reduced productivity and economic decline. The concept of technological change should, therefore, not be equated solely with productivity improvements and economic development. Producers who experience technological retrogression may find themselves in the paradoxical situation of earning more by producing less, a paradox which is addressed in this book. Furthermore, where technological retrogression involves a return to organization of production of the past, this may affect the political leverage of labour, curbing social progress. Reversal of modernization, technological and organizational, is linked closely to marginalization of producers and increased social inequality. Lock-in of producers, both technologically and geographically, into activities characterised by diminishing returns, is considered a major precondition of technological retrogression. Therefore, the phenomenon is thought most likely to occur during periods of economic decline, recessions or during prolonged crises.
Innovation leadership. Is it time for a European DARPA?
Research Paper (undergraduate) from the year 2020 in the subject Economics - Innovation economics, grade: 1,3, Hertie School of Governance, course: Technology Policy & Digital Transformation, language: English, abstract: When looking at innovation capabilities, Germany is amongst the front-runners in the world, according to different sources and studies. Also, many European countries are ranked in the top tier when it comes to innovation and competitiveness. Still, major players and business models in digital innovation and transformation seem to come from the United States. The topic at hand is whether Europe can become a world leader in innovation and digital transformation in the future by uniting their efforts and pool their capabilities and resources e.g. in a joint institution to gain the top spot globally and also stay there in the upcoming decades. This paper tries to introduce a concept of how Europe can bundle their capabilities, as this poses a significant challenge for Germany as the innovation leader in Europe as well as for Europe in general, inheriting so many capabilities in e.g. Switzerland, Sweden or the United Kingdom. The paper lays out some definitional foundations, followed by a brief overview of institutions in Germany and Europe and then tries to introduce a possible solution how to unite resources and facilities to strengthen the European path to innovation leadership, followed by a conclusion.
Financial Integration and Macrofinancial Linkages in Asia
The Asian financial landscape has become more interconnected over the past 2 decades. Previous financial crises have proven how volatility can transmit rapidly across an interconnected financial network. Moreover, empirical analyses have shown how it can reverberate across the macroeconomy. With a summary of lessons from past financial crises, this report also analyzes the impact of deeper financial integration on economic vulnerability.
Mapping Poverty Through Data Integration and Artificial Intelligence
This special supplement to the Key Indicators for Asia and the Pacific 2020 discusses how poverty estimates can be enhanced by integrating household surveys and censuses with data extracted from satellite imagery. As part of a special ADB knowledge initiative, computer vision techniques and machine-learning algorithms were applied on datasets from the Philippines and Thailand to demonstrate increased granularity of poverty estimation using artificial intelligence. The report identifies practical considerations and technical requirements for this novel approach to mapping the spatial distribution of poverty. It also outlines the investments required by national statistics offices to fully capitalize on the benefits of incorporating innovative data sources into conventional work programs.
Globalization, Migration, and Welfare State
This book is about three key dimensions in economics--globalization, migration and the welfare state--that are of enduring interest. These issues are particularly important to consider at the present moment given the strains posed by the pandemic: there is at least a temporary setback to trade-globalization and migration, and the cost of fighting the pandemic will strain the ability of governments to provide welfare state services in a style and scope to which many of their citizens have become accustomed. The book explains the changing function of the welfare state in the presence of intensified globalization, or de-globalization, forces. The welfare state's policy-maker attitudes toward openness and migration depend on open-economy fundamentals, and the income class it represents. The author demonstrates the interactions between migration, globalization and macroeconomic policy in practice, using real-world unique episodes, with Israel deemed as well-functioning trifecta, and the US and Europe as imperfectly functioning trifecta.
Chicago’s Industrial Decline
In Chicago's Industrial Decline Robert Lewis charts the city's decline since the 1920s and describes the early development of Chicago's famed (and reviled) growth machine. Beginning in the 1940s and led by local politicians, downtown business interest, financial institutions, and real estate groups, place-dependent organizations in Chicago implemented several industrial renewal initiatives with the dual purpose of stopping factory closings and attracting new firms in order to turn blighted property into modern industrial sites. At the same time, a more powerful coalition sought to adapt the urban fabric to appeal to middle-class consumption and residential living. As Lewis shows, the two aims were never well integrated, and the result was on-going disinvestment and the inexorable decline of Chicago's industrial space.By the 1950s, Lewis argues, it was evident that the early incarnation of the growth machine had failed to maintain Chicago's economic center in industry. Although larger economic and social forces--specifically, competition for business and for residential development from the suburbs in the Chicagoland region and across the whole United States--played a role in the city's industrial decline, Lewis stresses the deep incoherence of post-WWII economic policy and urban planning that hoped to square the circle by supporting both heavy industry and middle- to upper-class amenities in downtown Chicago.

Key Indicators for Asia and the Pacific 2020
This publication provides updated statistics on a comprehensive set of economic, financial, social, and environmental measures as well as select indicators for the Sustainable Development Goals. The report covers the 49 regional members of ADB. It discusses trends in development progress and the challenges to inclusive and sustainable development that are likely to be amplified by the effects of the coronavirus disease (COVID-19) pandemic. To put into practice the "leave no one behind" principle of the SDGs, the availability of more detailed and informative data is crucial. The report is accompanied by a special supplement, Mapping Poverty through Data Integration and Artificial Intelligence. This explores how poverty estimates can be enhanced by integrating household surveys and censuses with data extracted from satellite imagery to provide more detailed guidance for policy makers.

On Informal Institutions and Accounting Behavior
This book focuses on the Chinese context to investigate how informal institutions (Confucian culture and its dimensions, religion, political connections) in China affect accounting behaviors. This book tries to show that cultural influence and religious impacts in China are not trivial and increasingly important, and specifically, informal institutions have its bright and dark sides with regard to its effects on accounting behaviors. This book aims to investigate whether and how informal institutions (Confucian culture and its dimensions, religion, political connections) affect micro-level accounting behaviors, including but not limited to audit quality, financial misstatement, R&D, corporate misconducts, corporate philanthropy and corporate environmental responsibility. This book provides graduate students, scholars and practitioners in the fields of accounting, business administration and religion with an in-depth understanding about how informal institutions as a set of social norms affect micro-level accounting behaviors. First, this book is the first to focus on the Chinese context and investigate the effects of informal institutions on accounting behavior. Second, this book documents systematic evidence to show the bright and dark sides with regard to the relation between informal institutions and accounting behavior in China. Lastly, this book reveals informal institutions can serve as an important mechanism to affect accounting behaviors.

Spanish Economic Growth, 1850-2015
This text offers a comprehensive and nuanced view of the economic development of Spain since 1850. It provides a new set of historical GDP estimates for Spain from the demand and supply sides, and presents a reconstruction of production and expenditure series for the century prior to the introduction of modern national accounts. The author splices available national accounts sets over the period 1958-2015 through interpolation, as an alternative to conventional retropolation. The resulting national accounts series are linked to the historical estimates providing yearly series for GDP and its components since 1850. On the basis of new population estimates, the author derives GDP per head, decomposed into labour productivity and the amount of work per person, and placed into international perspective. With theoretical reasoning and historiographical implications, Prados de la Escosura provides a useful methodological reference work for anyone interested in national accounting. Nanjing Lectures (2016-2019)
In this series of lectures, delivered at Nanjing University from 2016 to 2019, Bernard Stiegler rethinks the so-called Anthropocene in relation to philosophy's failure to reckon with the manifold and indeed "cosmic" consequences of the entropic and thermodynamic revolution. Beginning with the Oxford Dictionaries' decision to make "post-truth" the 2016 word of the year, and taking this as an opportunity to understand the implications for Heidegger's "history of being", "history of truth" and Gestell, the first series of lectures enter into an original consideration of the relationship between Socrates and Plato (and of tragic Greece in general) and its meaning for the history of Western philosophy. The following year's lecture series traverse a path from Foucault's biopower to psychopower to neuropower, and then to a critique of neuroeconomics. Revising Husserl's account of retention to focus on the irreducible connection between human memory and technological memory, the lectures culminate in reflections on the significance of neurotechnology in platform capitalism. The concept of hyper-matter is introduced in the lectures of 2019 as requisite for an epistemology that escapes the trap of opposing the material and the ideal in order to respond to the need for a new critique of the notion of information and technological performativity (of which Moore's law both is and is not an example) in an age when the biosphere has become a technosphere. Russia’s Turn to the East
This book explores if and how Russian policies towards the Far East region of the country - and East Asia more broadly - have changed since the onset of the Ukraine crisis and Russia's annexation of Crimea. Following the 2014 annexation and the subsequent enactment of a sanctions regime against the country, the Kremlin has emphasized the eastern vector in its external relations. But to what extent has Russia's 'pivot to the East' intensified or changed in nature - domestically and internationally - since the onset of the current crisis in relations with the West? Rather than taking the declared 'pivot' as a fact and exploring the consequences of it, the contributors to this volume explore whether a pivot has indeed happened or if what we see today is the continuation of longer-duration trends, concerns and ambitions. This work was published by Saint Philip Street Press pursuant to a Creative Commons license permitting commercial use. The Social Life of Economic Inequalities in Contemporary Latin America
This edited volume examines how economic processes have worked upon social lives and social realities in Latin America during the past decades. Through tracing the effects of the neoliberal epoch into the era of the so-called pink tide, the book seeks to understand to what extent the turn to the left at the start of the millennium managed to challenge historically constituted configurations of inequality. A central argument in the book is that in spite of economic reforms and social advances on a range of arenas, the fundamental tenants of socio-economic inequalities have not been challenged substantially. As several countries are now experiencing a return to right-wing politics, this collection helps us better understand why inequalities are so entrenched in the Latin American continent, but also the complex and creative ways that it is continuously contested. The book directs itself to students, scholars and anyone interested in Latin America, economic anthropology, political anthropology, left-wing politics, poverty and socio-economic inequalities. Wellbeing, Freedom and Social Justice
How do we evaluate ambiguous concepts such as wellbeing, freedom, and social justice? How do we develop policies that offer everyone the best chance to achieve what they want from life? The capability approach, a theoretical framework pioneered by the philosopher and economist Amartya Sen in the 1980s, has become an increasingly influential way to think about these issues.Wellbeing, Freedom and Social Justice: The Capability Approach Re-Examined is both an introduction to the capability approach and a thorough evaluation of the challenges and disputes that have engrossed the scholars who have developed it. Ingrid Robeyns offers her own illuminating and rigorously interdisciplinary interpretation, arguing that by appreciating the distinction between the general capability approach and more specific capability theories or applications we can create a powerful and flexible tool for use in a variety of academic disciplines and fields of policymaking. This book provides an original and comprehensive account that will appeal to scholars of the capability approach, new readers looking for an interdisciplinary introduction, and those interested in theories of justice, human rights, basic needs, and the human development approach. Disability, Health and Human Development
This open access book introduces the human development model to define disability and map its links with health and wellbeing, based on Sen's capability approach. The author uses panel survey data with internationally comparable questions on disability for Ethiopia, Malawi, Tanzania and Uganda. It presents evidence on the prevalence of disability and its strong and consistent association with multidimensional poverty, mortality, economic insecurity and deprivations in education, morbidity and employment. It shows that disability needs to be considered from multiple angles including aging, gender, health and poverty. Ultimately, this study makes a call for inclusion and prevention interventions as solutions to the deprivations associated with impairments and health conditions. Just Managing?
"The 'just about managing'. 'Hardworking families'. 'Alarm-clock Britain'. In recent years British political discourse has been filled with these slogans, as politicians claim to speak on behalf of families who are in work, but struggling to get by. This book allows us to hear from some of these families directly. At a time when the impact of austerity is more relevant than ever, Just Managing? cuts through the debates and sloganeering to give some of the real people behind the headlines and statistics a chance to tell their stories. It tracks the lives of thirty working families in Liverpool over one year, as they struggle to manage on incomes at or around the National Minimum Wage. Their accounts are placed within the economic and political context that has shaped their experiences and that of millions of other working families across the country. This book is required reading for anyone seeking to understand what life is like at the sharp end of 'austerity Britain'." Their accounts are placed within the economic and political context that has shaped their experiences and that of millions of other working families across the country. This book is required reading for anyone seeking to understand what life is like at the sharp end of 'austerity Britain'." Teodoro Moscoso and Puerto Rico’s Operation Bootstrap
"Fascinating. . . . [Maldonado's] extensive interviews of Moscoso are unique and help make this a highly original work. . . . He deserves this amount of attention as the man who, next to Luis Mu簽oz, was the dominant figure in the Puerto Rico renaissance of the 1950s."--Thomas L. Hughes, Carnegie Endowment for International Peace"Maldonado does a superb job in presenting Teodoro Moscoso's role generally and the decisive actions he took at critical junctures in particular."--Rafael de Jes繳s Toro, dean of business administration, Interamerican University of Puerto Rico, and professor of economics, University of Puerto RicoA. W. Maldonado tells the story of Puerto Rico's extraordinary climb from poverty to economic success. Operation Bootstrap, a program conceived, promoted, and implemented by Teodoro Moscoso (1910-1992), succeeded in attracting worldwide capital investment that by the mid-1950s had transformed the island from an economic backwater into a bustling industrial society. Though much of the credit went to Puerto Rico's governor, Luis Mu簽oz Mar穩n, Maldonado focuses on Moscoso to describe how and why the economic miracle took place.Moscoso was deeply involved in all aspects of the Puerto Rican economy and culture, and Maldonado follows his relationships and battles on a number of fronts, from his initial differences with Rexford Tugwell, the last American governor of the island, to conflicts with Governor Mu簽oz, who was constantly concerned that Moscoso was pushing change too quickly. In the worlds of business and culture, Maldonado shows how Moscoso employed advertising guru David Ogilvy to propagate the image of a people engaged in a cultural renaissance. He also highlights Moscoso's decisive actions at critical junctures (such as his success in pushing tax exemptions and tourism in the late 1940s) and his personal persuasiveness, as with Pablo Casals, who at the age of eighty was persuaded to establish his Casals Festival at San Juan.Maldonado shows that Moscoso was the architect of the "economic miracle" that economists and presidents believed could not happen in Puerto Rico. His account sheds new light on the man who provided U.S. administrations with a democratic success story to counter the allure of the Cuban revolution and who was called on by President John F. Kennedy to organize and head the Alliance for Progress.A. W. Maldonado, a journalist in Puerto Rico for 37 years, is a former editor of El Mundo and El Reportero and currently writes a column for the San Juan Star. His articles have appeared in numerous U.S. publications, including the New York Times, Los Angeles Times, Baltimore Sun, Christian Science Monitor, Newsday, and The Nation.

Competition Authorities in South Eastern Europe
This open access book provides answers to key open questions concerning competition policy in emerging economies, with a focus on South Eastern Europe. The contributions address two major issues. One is the design of competition policy and the national competition authorities that enforce it, including the topics of competition advocacy and state aid control; the other is the use of economic methods in competition law enforcement, especially in the cases of relevant market definition and merger control. Many lessons learned in the countries of South Eastern Europe can be applied to the emerging markets of other regions. As such, the findings presented here will be highly relevant for officials and staff at national competition authorities, advisers to legislators shaping national competition policy, competition law professionals, and university students alike.; Presents topical insights into the institutional design of national competition authorities Offers specific economic methods relevant for competition law enforcement Linked to a dedicated website providing information about ongoing competition law cases in SEE countries This work was published by Saint Philip Street Press pursuant to a Creative Commons license permitting commercial use. Development Policies and Policy Processes in Africa
The book examines the methodological challenges in analyzing the effectiveness of development policies. It presents a selection of tools and methodologies that can help tackle the complexities of which policies work best and why, and how they can be implemented effectively given the political and economic framework conditions of a country. The contributions in this book offer a continuation of the ongoing evidence-based debate on the role of agriculture and participatory policy processes in reducing poverty. They develop and apply quantitative political economy approaches by integrating quantitative models of political decision-making into existing economic modeling tools, allowing a more comprehensive growth-poverty analysis. The book addresses not only scholars who use quantitative policy modeling and evaluation techniques in their empirical or theoretical research, but also technical experts, including policy makers and analysts from stakeholder organizations, involved in formulating and implementing policies to reduce poverty and to increase economic and social well-being in African countries. Spationomy
This open access book is based on "Spationomy - Spatial Exploration of Economic Data", an interdisciplinary and international project in the frame of ERASMUS+ funded by the European Union. The project aims to exchange interdisciplinary knowledge in the fields of economics and geomatics. For the newly introduced courses, interdisciplinary learning materials have been developed by a team of lecturers from four different universities in three countries. In a first study block, students were taught methods from the two main research fields. Afterwards, the knowledge gained had to be applied in a project. For this international project, teams were formed, consisting of one student from each university participating in the project. The achieved results were presented in a summer school a few months later. At this event, more methodological knowledge was imparted to prepare students for a final simulation game about spatial and economic decision making. In a broader sense, the chapters will present the methodological background of the project, give case studies and show how visualisation and the simulation game works. Hot Property
This open access book discusses booming housing markets in cities around the globe, and the resulting challenges for policymakers and central banks. Cities are booming everywhere, leading to a growing demand for urban housing. In many cities this demand is out-pacing supply, which causes house prices to soar and increases the pressure on rental markets. These developments are posing major challenges for policymakers, central banks and other authorities responsible for ensuring financial stability, and economic well-being in general. This volume collects views from high-level policymakers and researchers, providing essential insights into these challenges, their impact on society, the economy and financial stability, and possible policy responses. The respective chapters address issues such as the popularity of cities, the question of a credit-fueled housing bubble, the role of housing supply frictions and potential policy solutions. Given its scope, the book offers a revealing read and valuable guide for everyone involved in practical policymaking for housing markets, mortgage credit and financial stability. Re-Inventing Africa’s Development
This open access book analyses the development problems of sub-Sahara Africa (SSA) from the eyes of a Korean diplomat with knowledge of the economic growth Korea has experienced in recent decades. The author argues that Africa's development challenges are not due to a lack of resources but a lack of management, presenting an alternative to the traditional view that Africa's problems are caused by a lack of leadership. In exploring an approach based on mind-set and nation-building, rather than unity - which tends to promote individual or party interests rather than the broader country or national interests - the author suggests new solutions for SSA's economic growth, inspired by Korea's successful economic growth model much of which is focused on industrialisation. This book will be of interest to researchers, policymakers, NGOs and governmental bodies in economics, development and politics studying Africa's economic development, and Korea's economic growth model.
